This happens with both the Back and Forward buttons. Reproducible: Always Steps to Reproduce: 1. Start Firefox with a fresh profile. 2. Navigate to http://www.mozilla.org 3. Right-click the chrome near the tabs and click Customize. 4. Drag the Back/Forward buttons into the Customize Toolbar window. 5. Click Done. 6. Click on a link on the Mozilla home page. 7. Right-click the chrome near the tabs and click Customize. 8. Drag the Back/Forward buttons back onto the chrome next to the address bar. 9. Notice that the Back button is disabled. Actual Results: The Back button is disabled even though there is a page to go back to. Expected Results: The Back button should be enabled. This has been tested with a fresh profile with no extensions installed. Modifying Steps to Reproduce by adding "Right-click and select 'Back'" between steps 6 and 7 in order to reproduce the same behavior for the Forward button.

I have tried it with a brand-new profile, and in safe mode. Additionally, I tried it with FF 4 Beta 9 as well, and got the same issue. What is a Regression Widows?

I can replicate the issue with 3.6.13 by taking out step 2. I think the kicker is if the back button is disabled when removing it, it will still be disabled when adding it back even if you've navigated to other pages.
The issue was that the profile from which I wrote my Steps to Reproduce had a blank start page, so it was necessary to navigate first. On a fresh profile, the start page is set to Mozilla's homepage, so, as Mint stated above, removing step 2 from the process should make it reproducible. New Steps to Reproduce: 1. Start Firefox with a fresh profile. (no step 2) 3. Right-click the chrome near the tabs and click Customize. 4. Drag the Back/Forward buttons into the Customize Toolbar window. 5. Click Done. 6. Click on a link on the Mozilla home page. 7. Right-click the chrome near the tabs and click Customize. 8. Drag the Back/Forward buttons back onto the chrome next to the address bar. 9. Notice that the Back button is disabled.
Has anyone attempted to reproduce this since the new steps were posted? As far as I can tell, this goes back at least as far as 3.6
