AFAIK, only Symbian compilers didn't support this, and it's not currently an active dev target; it would simplify some ifdef mess in NativeFunction if we could assume it everywhere. (In the unlikely event that we need to restore it we could resurrect it from source control.)
Bug 633561 already covers removing Symbian code and contains a patch to remove  AVMFEATURE_STATIC_FUNCTION_PTRS .
