The release dashboard needs a common header, and separate URLs for the three pages: Experience, Broken Sites, Ideas.
I added a release dashboard header: http://github.com/fwenzel/reporter/commit/6838056

Dave Dash set up our URL prefixer to handle separate channels. Taking this back to figure out remaining work on the header.

We have a header, and URLs. Marking qa- as this bug is too fuzzy to verify by itself and will be covered when the actual dashboards are QAed.
