626877 - Move "View Bookmarks Toolbar" to the Bookmarks Toolbar sub-menu

We should move the command "View Bookmarks Toolbar" to the Bookmarks Toolbar submenu (all instances).  Advantages of this move:

-If you are reguarly accessing items out of the bookmarks toolbar sub-menu, the command to reduce your path is right there for you

-If you don't have anything in your bookmarks toolbar sub menu (so you aren't as likely to go into it), you don't need the command, and placing it there reduces clutter in the main bookmarks menu

-This allows us to have a fully consistent bookmarks menu in all three locations:
   traditional menu bar
   firefox button
   navigation toolbar

The UX team is very eager to get this bug landed over the next few days in order to make Beta 11.  If anyone can get a patch for this bug posted soon, we will push hard for reviews and approval (even though this isn't blocking).
