User-Agent: Mozilla/5.0 (X11; U; Linux x86_64; cs-CZ; rv:1.9.2.11) Gecko/20101013 Ubuntu/10.10 (maverick) Firefox/3.6.11
Build Identifier: Mozilla/5.0 (X11; U; Linux x86_64; en-US; rv:1.9.2.13) Gecko/20101208 Thunderbird/3.1.7

The Czech localisation is broken with respect to keyboard shortcuts to main menu entries and this is particularly painful for blind and visually impaired users.

Very often, in the same menu, the same key is used twice as a shortcuts. For example under View, 's' stands for all of 'Status bar', 'Folders', 'Sort'. Also under 'View', 'v' stands for both 'Threads' and 'Page size'.

This makes it impossible to construct convenient shortcuts, which are essential for blind and visually impaired persons accessibility of Thunderbird.

Reproducible: Always

Steps to Reproduce:
Consider the shortcuts to display only folders with unread folders (very common action among visually impaired) and only unread messages. In English version, this can be done as
    Alt-v f u (Alt-v e a to display all)
    Alt-v e u (Alt-v f a to display all)
and is quite easy to remember knowing that v stands for 'view', 'u' and 'a' for 'unread' and 'all respectively, 'f' for folder'.

In Czech however these shortcuts get very difficult due to the above repetitions:
    Alt-z s s Right n
    Alt-z v Right n
Notice that not only do we have to remember to use 's' twice in the first case, we also have to explicitly press the Right arrow to open the submenu. Also, the two keyboard shortcuts become inconsistent and there is no easy mnemonics to remember how many times one should press a given letter.

Even worse, if key shortcuts are not unique inside a given submenu, those shortcuts cannot be relied on, as the number of repetitions of the given key a nd the necessity to press the arrow key depends on ordering of the items in the menu and on possible insertion or deletion of other items in future releases.

1/ I suggest the menu keyboard shortcuts are completely reassigned in the Czech translation to make them unique in every submenu, like is the case in the English version.

2/ I suggest that a note is issued to all the translation teams to ask them to please review their translation for the presentce of this issue.

3/ I also suggest that it is explicitly stated that these assigned shortcuts are not going to change in the future unless necessary.

This is quite painful because we recommend Thunderbird for visually handicapped people in the newly published Free Accessibility Guide and we currently also train people from special support centers in Czech Republic to recommend Thunderbird to the visually handicapped people, but due to this bug, some crucial functions can't be accessed conveniently.
