I think if we want to fix Panorama's discoverability, we should just make it accessible in Menus as well. I was just thinking on this, we really should just stop relying on when the button is there, when its not first used and help users here. If we want to make Panorama discoverable, we should also add the ability to get to Panorama from the Firefox menu like we do the Menu Bar. We should add at least one menu option like: "Manage Tabs" with a tooltip: "Organize My Tabs into Tab Groups" or something along those lines. We should even use the Panorama Icon in the Firefox Menu and Menu Bar. I that would really help the issues about users finding Panaorama or not understanding what the TabCandy icon is. It would make it possible that users can find Panaroma in the first place from the Firefox Menu. We have it in the Menu Bar and we should have it in the Firefox Menu.
I don't think I've seen this request yet, but it might sense to include this in the New Tab Menu.

Instead of using the menu structure (which is different across all of the different platforms, between the traditional menu and the Firefox menu), we're putting access to Panorama in the "List all Tabs" menu, which keeps it in a consistent position on every platform. Also, this gives it a natural mapping to the user's (potentially very long) list of tabs, and the primary UI control that can later be used to access Panorama.
