because the page keeps adding new strings once you scroll to the bottom, where the language selector is located, it's impossible to change the language of the page/tweets.

The language selector works fine, it just gets pushed out of the way.
Suggestions for where to put it, instead?
For locales that have no tweets, i.e. the ones we tell to switch the language, the selector is easily accessible.

Yes, it works on those pages, but many people are bilingual and will hopefully want to switch to other languages in case there are no interesting tweets in their language. Like swedes switching to English.
Let's put the selector into the sidebar (below the list of top contributors), and actually encourage people to switch the language:
"Try another language"
What do you think, William?

Well, the language switcher is the most important, but it's still frustrating, if you want to access any of the other links. Have you considered my proposed solution in bug 662189?
