62865 - add "Help" component for Mail/News

For Mail/News, I'd like to add the component "Help" to the list of components
for new bugs. I'll be the default owner of this component for Mail/News. The
description can be:
"Use this component to report problems with the online help for Mail/News.
Examples: Clicking a Help menu item fails to open the appropriate Help file; a
Help document contains inaccurate information or typos; or a Help document
contains bad links."

Is this specific to Netscape 6 (or will this apply to Mozilla as well)?
In Bugscape, we already have a Help component and you are the default owner.

Let me know if this will suffice.  If so, I'll mark this bug invalid as it
applies to Netscape 6 only.

wontfix since we don't have help in the Mozilla tree and component exists in
Bugscape.
