Fx 4.0b9 on Ubuntu 10.04 Lucid Lynx

This is a regression from Fx 3.6.4.

Repro steps:
1) Create 4 workspaces (Gnome stock Ubuntu setup)
2) Open Fx in workspaces 1 and 2
3) Quit and save
4) Launch Fx

Expected:
Windows open in the workspace they previously occupied. (Fx 3.6.4 behavior)

Actual: 
All windows open in the current workspace

Able to reproduce this one form 3.5 build on Ubuntu 10.04 Lucid

STR:
1) Open Fx in workspaces 1 and 2
2) Goto workspace 2 and Save and Quit firefox
3) Goto workspace 4 and launch Fx

Actual Result:
Fx opens in workspace 3 and 4
