Dropdown lists should scroll regardless of cursor position, at least on 
Windows.  This is consistent with other Windows apps (assuming it's not driver-
dependent), and with our own handling of <textarea>s (we scroll them whenever 
they have focus, even if the cursor isn't over them).

Windows apps actually scroll them even if the cursor's outside the app itself, 
but I assume we can't do that.
