Does this warrant building a new view page?  The list of signatures can be sorted by Bugzilla tickets, meaning that you can sort the list so all signatures without Bugzilla tickets are at the top of the list.

Hmm, if comment #0 says "QA need", then I guess it's best to ask someone doing QA on crashes.
Tomcat, what exactly is the target of showing a list of signature without bugs here? Does the sporting pointed out in comment #1 solve that problem?

it's basically to have an easy list to start filing bugs with.  

sort order that show primary sort key of "no bugs filed" and secondary key of top crash ranking from highest to lowest is just fine for this.

we don't need a new page if you can do that.

You can, for example go to:
https://crash-stats.mozilla.com/topcrasher/byversion/Firefox/4.0b12pre
and click on "Bugzilla IDs" and you'll get ones without bugs at the top, in topcrasher rank order.
