Go to the Addons Manager (about:addons) and the navigation and bookmarks toolbars will be hidden if enabled and tabs are set to show on top. (n/a to tabs on bottom) In this state, the right-click menu for the tab or menu bars as well as the normal view->toolbars menu still shows all toolbar toggling options as normal. When the browser has these toolbars disabled their entries in these menus should also be disabled (greyed out) to explicitly indicate what the state is as well as prevent the possibility of a user trying to turn a disabled toolbar on and seeing no result in this state.
