Today I noticed update verify checking the size of the partial MAR for b8 and earlier, when i was testing 4.0* -> 4.0b10 MU. It seems like it compared the partial mar of the last locale of b9 (zh-TW) do the complete MAR that it just downloaded. Are we not cleaning up enough or something?

Tested by running the script using 4.0b10 and 3.5.17 update verify directories (production copies).
The patch just adds an unconditional step which removes update/{complete,partial}.size files before the script starts to test updates for a particular locale.
