Concerning bug 489303.  Resizer does not display on about:addons, or about:config pages.

Teodosia, this is not a dupe.  bug 489303 was VERIFIED FIXED and this is a followup bug as requested by the devs.  Also, this is a Windows-specific problem as bug 489303 is Windows-specific as well.
