This is noticeable in Windows 2000 and probably in all later versions with Classic mode enabled.  The Addons bar uses the correct OS resizer as expected.  The page content without Addons bar uses the incorrect "golf-ball-pattern" resizer... which all resizable text-input-boxes also use.
