629624 - Function key F4 doesn't expand the addresses when document is active

Not sure if this is a bug or deliberate attempt, when we are reading a document or when the body/document is active after a webpage is opened and clicking F4 key doesn't expand the address list.  F4 expands the address bar only when the focus is on address bar.  In IE, clicking F4, even when the focus is not on the address bar, results in the address bar being expanded.

Reproducible: Always

Steps to Reproduce:
1.Open www.mozilla.com
2.Just click on any of the empty space in the webpage.
3.Press F4
Actual Results:  
Doesn't expand the address bar to list out the recent addresses (url's).

Expected Results:  
The address bar should have expanded and shown all the recent url's in the address bar.

Is your Issue reproducible Extension-less in Safe-Mode and/or using a new Profile?
