String "You are translating an unreviewed or rejected English document." is not translatable with Verbatim.
Where is this string used?
https://support.mozilla.com/en-US/kb/Firefox%20cannot%20connect%20securely%20because%20the%20SSL%20protocol%20is%20disabled/history is not reviewed since 2009 (is this possible???). The German community has a translation of this article. If you are editing the translation the above mentioned message is shown. It is translatable, it's just not on Verbatim yet.
It's used exactly where you found it: when localizing a page that does not have an approved English revision.
