Notifications: Give de-duped mails access to all applicable watches

Details
If some user-watch pairs are de-duped, right now we throw away all but one of the watches. We should instead bundle them into a list and pass them to mails() so a mail can say "Here are the 3 reasons you got this mail."

Do this before we have too many Event implementations depending on the current args.
