Empty pages have not reason to be zoomed in/out. Step to reproduce: * load "about:blank" * use the mouse wheel or pinch to zoom * start to pan the page Actual result: * scrollbars are displayed Expected result: * Since there is no content there is no reason to zoom in/out those page, and no reason to be able to pan them
