We used to be able to do this and it's something that moderators are asking for. We should add the ability to mark a post as solving a given question so that we can assign this permission to moderators. This may require some UI (?).

This looks like a dupe of Bug 655071 which was solved a while back. What is missing? The permission just needs to be assigned to the appropriate users or groups.
