In the 10.1 release, flash is apparently doing it's own throttling by limiting processing to a specific frame rate and also queuing operations. Originally the user event was fired off whenever script requested something be done. There's a pretty good chance disabling our throttle in 10.1 and above would not impact performance and may help with plugin stability.
Resolving old bugs which are likely not relevant any more, since NPAPI plugins are deprecated.
