The time listed in those screenshots is the time Google spent on its servers finding results. It does not measure the time spent transmitting the data to the browser nor the time the browser takes to render the page (only an infinitesimal fraction of the 7 million results are sent at a time to the browser). Whatever variation you see is due to fluctuations on the Google side. A difference of .04 seconds is not perceptually meaningful in any case.
