If you open Firefox, and don't browse anywhere, close it, and reopen it, you will be offered the Restore Previous Session button which will restore the about:home Start Page from the previous session.  In this specific situation, the Restore Previous Session button should not even appear!  It also seems like if there is text typed into the Start Page search bar, then that should be restored... but it shouldn't open as a new tab, instead it should appear in the current Start Page tab.
