In particular, offlineStartup.js turns manageOfflineStatus off by default, overridable by the offline.autoDetect preference. You are of course welcome to file a Thunderbird bug to get rid of offline.autoDetect and make offlineStartup.js manipulate manageOfflineStatus directly.
