Currently, all repos in /l10n are subject to access restrictions, only l10n-drivers can write to those.

Can we move that restriction to just affect /l10n/l10n-src-verification? That was the original intent of it, IIRC, and is sure now.

That'd open up django-site, l20n, and silme to be level 2, same for upcoming repo requests in /l10n/.
