Steps to Reproduce:
1. Go to m.input.stage.mozilla.com/feedback with a fennec release user agent
2. Click on "Rate your Experience"
3. Click on the "up" button on the top right of the page
4. Pan to the left and right of the splash page
Actual Results:
A user can pan to the right to see the rate your experience page
Expected Results:
A user shouldn't be able to pan or zoom on the mobile release submission pages. The correct behavior is seen on: http://people.mozilla.com/~chowse/drop/mozilla.com/input/3.0/proto/mobile/feedback.html#top

Verified working. A user is no longer able to pan between submission pages and the feedback dashboard displays correctly in portrait and landscape mode.
