This bug seems to be related to 529899.

When "Restore session" is activated, neither "Keep cookies till firefox closes" nor "Delete on close: cookies, active logins" do work properly.

Reproducible: Always

Steps to Reproduce:
1. Set "Keep cookies till firefox closes" and "Delete on close: cookies" in settings
2. Visit some sites that set cookies then close all Firefox windows
3. Restart firefox, check cookies, notice that cookies are cleared
4. Enable "Session restore" feature in settings
5. Visist some sites which set cookies, then close all Firefox windows
6. Restart Firefox, check cookies, notice that all cookies are still there
Actual Results:  
All clear cookie options broken when "Restore session" is activated

Expected Results:  
"Restore session" doesn't affect cookie management

Seems like three implementation details result in a clash:
1. "Restore session" deactivates clearance of session cookies (which in my opinion is a bug in itself)
2. "Keep cookies til Firefox closes" essentially makes every cookie a session cookie
3. "Clear data on close: Cookies" does not clear session cookies
