The current Up & Coming list doesn't seem to make any sense. Just the first page of U&C has Personas added between 2009 and 2011, ranging in user #s from < 1000 to almost 20,000. If there is a functioning algorithm behind how the list is sorted, I cannot figure out the logic of it at all. I would like to redesign this completely at some point (sooner rather than later if possible, although I suspect we won't be able to do this until the GP.com + AMO merge later in the year). I'll sort out some details about how I would like it to work and post those here.
I'd suggest just leaving this to AMO and wontfixing this. See bug 629159 for our new algorithm (being implemented next week)
