632638 - Change Top Add-ons to Up & Coming

bug 629159 will add a hotness score for each add-on. The disco pane should rank the hotness score and only include add-ons that are fully reviewed, active, and compatible with the user's browser.

As part of this, I'd also like the addons table to have a flag that we can set to exclude an add-on from appearing in an Up & Coming list. We've never had the possibility of any add-on suddenly appearing on such a high profile page before, and in the event that there was a hugely popular add-on that was not suitable for the homepage/discovery pane, I'd like to be able to remove it.

Building this now will prevent it from becoming a fire later on when it happens.

The top add-ons are currently all Personas on allizom.

Also, please change the block title from Top Add-ons to Up & Coming

There are no update_count rows on allizom.
