No applet or script is allowed to access your computer or network
without your permission. You have to explicitly granted or forbidden access for 
the applets you trust. No Item is available in the Personal Security Manager to 
configure these settings (In Netscape 4.61 Java/Javascript item does this task). 
Possibly under Applications Tab there should be an item for Java/JavaScript.
