For compare-locales, https://wiki.mozilla.org/Release:Release_Automation_on_Mercurial:Documentation#Buildbot_configs is necessary because keeping the compare-locales repo set to build/compare-locales during staging release runs means the staging release will tag the real repo.

For tools, hardcoding to stage-ffxbld/tools means we can go out of sync in staging easily.

I think these should both point to the production repos for general settings, and the staging release configs should override with the cloned stage-ffxbld repos, if possible.
