If a frameset file and frame file are on different sites,
the latter doesn't refer the former's frameset definition.

http://www.mozilla.gr.jp/~kazhik/testcase/20001220.html

(1) Click "Load Right-bottom frame from another site" in Left frame.
(2) Click "Load Right-top frame from this site" in Right-bottom frame.
 New window is generated.

Internet Explorer works as intended. NC 4.x works in the same way
as Mozilla.
Eric isn't this done for security reasons?
