This is where it was originally. Then it bug 584860, it moved to the compartment along with the rest of the TraceMonitor. Nick thinks we should move it back to the thread, since there is at most one trace running on a given thread at once. We would save memory by moving it.
Obsolete with the removal of tracejit.
