Opening the addons tab seems to be implemented separately from the default behaviour.

Reproducible: Always

Steps to Reproduce:
1. Open a few tabs
2. Focus any one but the last tab (e.g. choose the first tab)
3. Open the addons tab (ctrl+shift+a or Tools->Addons)
4. Close the addons tab (ctrl+w or close button)
Actual Results:  
The last tab becomes active.

Expected Results:  
The previously active tab should become active again.
