Please implement the new add-ons WordPress blog theme.

There's existing header work that can be copied from https://www-trunk.stage.mozilla.com/en-US/firefox/features/ (can omit the mozilla tab arrow as we don't have a dropdown state yet)

The small footer is from certain areas of AMO: https://addons.mozilla.org/en-US/thunderbird/

Please commit to svn.mozilla.org/addons/trunk/blog/ (let me know your LDAP if you don't have write access)

Browser support should match https://wiki.mozilla.org/WebDev:FrontendCodeStandards#Minimum_Browser_Support
