This already exists. Simply right-click (or click & hold) on the back or forward button to see the list and select one to jump forward or back more than one at once. Previously in Firefox 3.x there was a drop-down arrow here, but it was removed to reduce redundancy because right-clicking already did the same thing. Bug 619930 exists to mention this in the tooltip message when you hover over the buttons so it's more discoverable.
