When trying to download -- install for the first time -- the Spanish-Mexico dictionary I get the 403 response code.
I get the 403 response on the URL above ( https://static.addons.mozilla.net/en-US/firefox/addon/diccionario-espa%C3%B1ol-m%C3%A9xico/ ) and when go to page https://static.addons.mozilla.net/en-US/firefox/addon/diccionario-espa%C3%B1ol-m%C3%A9xico/# and click on "Download now" bottom.

Steps to Reproduce:
Case I
1. Go to https://static.addons.mozilla.net/en-US/firefox/addon/diccionario-espa%C3%B1ol-m%C3%A9xico/
Case II
1. Go to https://static.addons.mozilla.net/en-US/firefox/addon/diccionario-espa%C3%B1ol-m%C3%A9xico/#
2. Click on "Download now" bottom.
Actual Results:
A 403 Forbidden response is send.
Expected Results:
The plug in should be downloaded.

None of your URLs will load since they are on static.a.m.n, so your step 1s won't work. However, there was a problem installing this dictionary earlier today but it was fixed with bug 634226. Try installing it again and it should work fine.
Status: UNCONFIRMED → RESOLVED

I am still looking at this issue under some circumstances. Sorry for posting here instead of bug 634226 but I was unable to edit its status.
Steps to reproduce it:
1. Search "mexico" on the add on search. Bring this page up https://addons.mozilla.org/en-US/firefox/search/?q=mexico
2. Click on the link for "Diccionario Mexico" Link https://addons.mozilla.org/en-US/firefox/addon/diccionario-espa%C3%B1ol-m%C3%A9xico/
Result: 403 Forbidden
Also the link https://static.addons.mozilla.net/en-US/firefox/addon/diccionario-espa%C3%B1ol-m%C3%A9xico/ is indexed by google, will it be possible to make the link work?
Ways it work:
If you click the "Add to firefox" buttom. Link https://addons.mozilla.org/firefox/downloads/latest/7020/addon-7020-latest.xpi?src=search

Your link from step 2 ( https://addons.mozilla.org/en-US/firefox/addon/diccionario-espa%C3%B1ol-m%C3%A9xico/ ) is not a 403 for me
The link worked first time for me, but on subsequent tries I received a 403 error also.
Fx 3.6.13 Ubuntu Maverick

Do you have a caching proxy between you and us? This was fixed yesterday on our end.
If you still get the redirect please give us the IPs you're connecting to and the full headers of the request and repsonse.

Cameron is right after a hard refresh the link https://static.addons.mozilla.net/en-US/firefox/addon/diccionario-espa%C3%B1ol-m%C3%A9xico/ works. But now when I click the "Download now" button I get the 403. The link I am being send to is https://static.addons.mozilla.net/firefox/downloads/latest/7020/addon-7020-latest.xpi?src=addondetail
I am also getting a 403 when I access that link with Opera (which does not have any cache). I have tried to access the link after cleaning the Firefox cache with no luck.
My IP address is 98.210.156.75 and I do not have any type of proxy that I know of, but may be comcast has it. The full request for my request is:

https://static.addons.mozilla.net/en-US/firefox/addon/diccionario-espa%C3%B1ol-m%C3%A9xico/ will never work, hard refreshing or not. I think you are mixing up domains here. static.addons.mozilla.net is going to be a 403. addons.mozilla.com will not be.

I was being redirect to static.addons.mozilla.net, that seems to be gone now.
Just for the record google indexed the page from static.addons.mozilla.net :(
