Steps to Reproduce:
1. Go to http://people.mozilla.org/~bstover/iframe3.html
2. Scroll down to the bottom of the page
3. Begin panning within the iframe

Actual Results:
The scrolling indicator for the entire page is visible when panning within the iframe.

Expected Results:
The scrolling indicator for the entire page should not be visible when panning within the iframe.
