634646 - The most visited articles should include untranslated ones as well

Currenlty the most visited articles section on the dashboard only shows most visited localized articles. So it's not clear what's missing for the top 20 localization.

To make it more useful:
1. Please add not yet localized articles to the 'most visited articles section'.
2. Show the top 20 articles on the dashboard
3. Give the 'Status' column a background color, green for up-to-date, orange for needs update, darker orange for outdated, and red for not translated.

On the top of the dashboard:
let the progress bar for the top 20 be red if it's below 20%, orange below 99%, and green for 100%
