STR:
1. Set permissions.default.image to 3 in about:config
2. Open Preferences -> Content panel

Result: 'Load images automatically' is ticked, but third party images are not loaded. The user does not see why it is happening.

Expected: the displayed data should be valid:
1. the preference '3' should not be available, or
2. the GUI for all the three options should be present.
Severity: normal → S3
