It's a shortcut so users don't need to know/remember "about:blank" as a choice for Home Page. A button for this is available in competing products. Reproducible: Always

This was removed during the Firefox 1.5 development. The UI provides a way to set a blank homepage from the drop down menu 'When Firefox starts'. See bug 346044 for details about this change.

There is a difference between home page and behavior when starting up. The home page is where you go when you press the home button and when you open a new window. Since bug 187573 is WONTFIX, the ONLY way to get a blank page for Open New Window is to set your home page to it. We should not confuse independent axes of user preferences - startup, home page and new page are three different & independent areas. For example, I like startup to restore the last pages I had open. I like New page to give me a blank page. And I wish I could use Home page for a set of common pages I like (but I can't do that since 187573 isn't getting fixed soon). SO I use a blank home page to get the results I want on a new page. And I use bookmarks to get at the pages I would otherwise put as home page.
