There is a spec about replacing our current featured add-ons special cases with featured collections[1].  This bug is to build the feature manager as described in that spec.  This is an admin only page (give it appropriate permissions), and just needs to be basic CRUD (see spec).

This bug covers:
- Adjusting the database to hold the new feature relationships.  If you have questions for how to do this the best way, please ask.  Performance will matter here.
- Building the backend code to interact with the database
- Building the frontend code.  No need for cross browser compatability.

This bug does not cover:
- Using any of the featured collections on the site anywhere.
