User-Agent: Mozilla/5.0 (X11; U; Linux x86_64; en-US; rv:1.9.2.13) Gecko/20110103 Fedora/3.6.13-1.fc14 Firefox 3.6.3 (.NET CLR 3.5.30729)
Build Identifier: Mozilla/5.0 (X11; U; Linux x86_64; en-US; rv:1.9.2.13) Gecko/20110103 Fedora/3.6.13-1.fc14 Firefox 3.6.3 (.NET CLR 3.5.30729)

Browsing FTP site with foreign charactes, getting errors:

550 CWD failed. "/Ð": directory not found.

when clicking on all links containing foreign characters. Attempting to switch encoding from Western to UTF-8 but that does not work.

Reproducible: Always
Please try it again with Firefox4.0b11 or later and mark it as dupe of bug 500282 if it works

When it filters down to Fedora repositories, I will give it a try.
As you understand, installing non-repository builds on Fedora is problematic. We are a controlled environment and can't have non-repository versions.

You've done 3.6.17 which speaks louder than your comments to the contrary that v.3 is indeed getting updated. Thanks for prolonging user's pain.
Firefox 3.6 is only going to be getting security and some crash updates. any other issues are only going to be fixed in future releases such as Firefox 4, Firefox 5... etc
No reply, INCOMPLETE. Please retest with Firefox 5 or later and a new profile (http://support.mozilla.com/kb/Managing+profiles). If you continue to see this issue with the newest firefox and a new profile, then please comment on this bug.
