* what does "not drawn correctly" mean?
* what is the code fix trying to do to fix it?

On my build I'm seeing the white background color of about:blank tabs when the tab is selected and the color moves away and turn black if the tab is not selected.

The code try to insert something into the layer (layer in terms of group container that are put on top of each other to redraw/find a mouse target) that contains background/border/outline to force it to be drawn
