Firefox 3.6 up to Firefox 4.0 beta 12 are effected. Maybe try and see whether you are importing some settings from the other device(s) with which you are syncing. Try creating a new sync account (with no paired device) and see if the problem is still reproducible. If it's not, add your other device to the sync and check again.
