Download counts should be filtered based on downloads from a region, which shows counts for the world if the locale filter is disengaged.

Next steps for this bug are to evaluate how long it will take.  Our discussion suggested that we already collect this information from the update ping, and we'd need to calculate all the relationships offline and store them somewhere speedy and then just use that as the source of the popular lists.
