steps to reproduce:
1. Pick a profile which has more than 3 installed add-ons.
2. Tools -> Add-ons
3. Notice that there are personalized recommendations
4. Navigate to the details page for one of the listed add-ons/personas
5. Click "Back to add-ons" link
observed behavior:
"What are Add-ons?" module loads instead of personalized recommendations.
