Seen while running Mozilla/5.0 (Macintosh; Intel Mac OS X 10.6; rv:2.0b12) Gecko/20100101 Firefox/4.0b12 STR: 1. Start with a clean profile 2. Cmd+Shift+E 3. Name some groups. Make sure the first group that is created is named the "control" group 4. Click on one of the grouped tabs to return to non Tab Candy mode 5. While focused on a tab, invoke the context menu 6. Observe the list of named groups 7. Some of my groups are missing See attached screenshots

I was able to reproduce this on Windows 7 using the Beta 12 candidate as well.
I see that there are 4 groups (i.e. "blank group", "bug group", "new group" and "control group") in your panorama UI. In the "Move to group" menu, you have "blank group", "bug group" and "new group", and I believe your focused tab is in "control group". If your focused tab is in the "control group" , the "Move to group" context menu wouldn't show the "control group" because you would want to move the focused tab or other tabs in the same group to the group which it's already in again.
if you open a new unnamed group and click on one of the group tabs, you would see all named groups in the "Move to group" context menu?
I cannot repro this. Raymond is right in pointing out that if you are in a group, you cannot move an item to that group, as it's already there.
