The high-level UI document dictates the scope rules[1]. Workspaces should follow these rules to provide a consistent experience for users. [1]: http://mozilla.github.com/devtools/2011/ui.html#scope
robcee has convinced me that this is perhaps not the right thing to do in the case of Workspaces. At the very least, we need to try out Workspaces in their current form first.
