Details
Current description:
Add this keyword to bugs whose fixes have a high level of risk associated with
them, typically due to some major architectural changes being required (see the
'arch' keyword). Typically these are bugs that were deferred from the previous
release cycle due to the high level of risk involved, and should therefore be
fixed as soon as possible in the next cycle. Examples: "need to rewrite handling
of HTTP headers" (ianh@netscape.com, asa@mozilla.org agreement) | or "need to
redesign the content sinks"

Reasons:
* "Add this keyword to" is redundant and should not be part of the description
for the bug.
* "(ianh@netscape.com, asa@mozilla.org agreement) | or" seems to have been
included in the keyword description by accident (Ian says that was just who
agreed to create/rename the keyword); it should not be part of it.

verified. I had added the name of the person who requested the change (for
tracking purposes). Now that we have the requests go through bugzilla, we have
a history so no need to add names.
